The background establishment of Undiksha’s Japanese Language Education Study Programme (Bachelor Degree) cannot be retained from Diploma 3 in the Japanese Language Education Study Programme which was established in 2005 and started to accept the students in 2006. This diploma programme was established based on the results of a feasibility study regarding the opening of Diploma 3 in the Japanese Language Education Study Programme. The study results showed that:

  1. Almost all SMA or Sekolah Menengah Atas (Senior High School)/SMK or Sekolah Menengah Kejuruan (Vocational High School) in Bali do not yet have qualified teaching staff who are relevant as Japanese language teachers (i.e. Associate of Education-Bachelor of Education).
  2. 98% of senior high schools in Bali with a major in languages choose to teach Japanese as a second foreign language in addition to English.
  3. Most of the Japanese teaching staff in SMA/SMK (67%) are recruited from teachers with a bachelor’s degree in English education, and there are even Japanese language teachers with a bachelor’s degree in PLS or Pendidikan Luar Sekolah (Out of School Education). This happens because in Bali there is no educational institution that has a programme to produce qualified teaching staff or teachers with a Japanese Language Education degree. Even in Indonesia, there are very limited LPTKs or Lembaga Pendidikan Tenaga Kependidikan (Institute of Teachers’ Education) that train prospective Japanese language teachers. This is the reason why the school management then took the policy to select teachers with other qualifications to be prepared through training to increase their knowledge as Japanese language teachers.

Based on the results of the study, a proposal for the establishment of Diploma 3 in the Japanese Language Education Study Programme was made. Furthermore, in line with the development of legislation in Indonesia with the issuance of the Law on Teachers and Lecturers in 2005 which requires that teacher qualifications be at least a bachelor’s degree, the establishment of a Japanese Language Education Study Programme has been proposed again. After going through a long process, the proposed Japanese Language Education Study Programme (Bachelor Degree) was approved in 2010 through education permit number: 183/D/O/2010 dated November 23, 2010. This study programme started accepting its first undergraduate students in 2011 and is currently the only study programme that organizes Japanese Language Education in Bali. As an educational study programme, the Japanese Language Education Study Programme carries out Japanese language learning to educate prospective teachers, instructors, and tutors in the Japanese language field. Japanese Language Education Study Programme currently has 9 lecturers spread across various academic qualifications and fields of study. Some of the study fields they are engaged in are Education, Japanese Linguistics, Sociolinguistics, and Japanese Culture. In its development, the existence of the study programme is very much supported by various parties, both internal and abroad.  Japanese Language Education Study Programme is actively collaborating with various campuses in the country and also from Japan. Various international collaborations have been carried out to provide opportunities for students to develop themselves and competencies in various fields. Starting in 2015, the Japanese Language Education Study Programme has regularly collaborated with Iwate University, Japan. Furthermore, starting in 2018, the study programme has conducted international collaborations with Ohkagakuen University Aichi Japan in the field of teaching and cross-cultural understanding. Cooperation is also carried out with various Japanese communities, hotels, and educational institutions. Along with the spirit of MBKM or Merdeka Belajar Kampus Merdeka (Freedom to Learn – Independent Campus), the Japanese Language Education Study Programme has carried out learning through internships to Japan at various hotels in Japan.
